definitely. i'm not sure whether HV is translated in other languages or not, but for sure numbers in shopbot are universal. if you compare the trouble associated to learn a brand-new language to read forums, the trouble associated to overpaying, saying, a noodly or LG materials is almost nothing. furthermore, for how much English is spread nowadays it's not assured at all that the person who you're relating with know it to a certain extent. actually, i think that English is only a plausible bet, but not a safe one. and hoping that the other person doesn't use Google Translate!
