Well, that's only an hypothesis. I know that most people in the winners list put a full 20k or close to that, but even so, considering sometimes the ticket count is very big...it's still too often (IMG:[ invalid] style_emoticons/default/laugh.gif)

He can still build a wind mage set 2 months, 6 months or 2 years from now, why do you care? I IWed my staff at least 3 months after winning the lottery (after I completed the rest of the set). But even if he wasn't interested he still spent his GPs on it so at least for me there is no problem at all.

All of you lottery people... what are you talking about?
The 20kgp cap was put into place to make lottery prizes fair game for a larger set of players. If you don't invest 20kgp, then DON'T EXPECT TO WIN!
And yes, equipment should not be soulbound in the lottery. I've won too many good equips that I can't use. I would rather see them transferred to somebody that can use it instead of sitting in my inventory.
Alternatively, go suggest alternatives to chaos token drops. Many other people would not participate in lottery if chaos tokens were obtainable in any quantity outside of lottery.

You know if they weren't soulbound, people would be incentivized to enter tickets by proxy or just outright use dupe accounts, and then you'd be straight back to not fair.

Of course it's fair for anyone to win with whatever amount of GP they spent and use (or not use) the equipment they won as they like. I just like seeing good equipment being useful for the players who own them for some reason (IMG:[ invalid] style_emoticons/default/heh.gif) I use my Lottery won Nimble Rapier occasionally for Grindfest and DW experimenting. I won it with one ticket and didn't really need it, but I didn't want to leave it unused, so I did IW and upgraded it according to my budget. However, I admit that there are tons of Lottery prizes that even I wouldn't find any use for, those would be just rotting in my inventory too. In those Lotteries I will only buy one ticket and hope I don't win the 1st prize.
