That greaves have 10.68 base block
I don't know what was the max quality of equipment in that patch but, probably, a max quality greaves would have much more than 15% block (peerless actually would have 17.8 if they exist, above 23 with full forge), and with forging (full forging), probably even the boots would reach values close to 15.
