What should I prioritize maxing first in training?

At your level, you should focus on leveling up, so train Adept Learner. Drop-related trainings (Scavenger, Luck of the Draw, Quartermaster, Archeologist) are important too, and the first levels usually pay off fast. Assimilator is kinda useless. Train Ability Boost as needed.

I don't think so. Bitcoins are a very bad currency to hold on to, after all. The value of the money used to buy them is what matters (which is still just $100).
