They scale to gears' level if they have level. The stat scales to viewer level if the equipment is Level Unassigned.

You can check my staff 1, it is at my level. Other things in my sig are Level Unassigned.

Never actually believed in the propaganda and I still don't. I mean now Exq and Mags mostly drop with 2 PAB, light now drops with 1 less PAB... sure we have higher chance of drop but when they are just junk what difference does it make?

According to the stats, legendaries are now ~4x as common as before and it may be much better if the rare tier is different from 2% (although the two legendaries I found since were cotton of warding). If it is as high as 20%, that would mean your are 40x more likely to get a good piece then before.

1H, 2H, and Staff doesn't have any Tier anymore. So theoretically, those common drops may include them too rather than being plain Cotton/Leather/Plate.

In addition,
For light, you need to make sure the missing PABs is not END (25% chance?) or it is rubbish even for Peerless. Same for Shield I guess.

Yeah. I just don't understand why Light Armor got nerfed.

I think Snowflake should be a little biased when it comes to PAB selection, especially on higher-quality gear. PABs that are most important to the fighting style that a piece of equipment is aimed at should be favored, to avoid aberrations like cloth with only AGI and WIS or AGI and INT. It's likely that a piece of equipment with less than the maximum possible number of PABs will be thrown out anyway, but if the key PABs are there, then at least there's a chance it will be used.

Overall the trend I am seeing now is mag level equips/armors and below consistently have -1 PAB vs pre-patch scenario. There are some exceptions too of course and those are Legendary light armors who also have -1PAB
What I have seen so far: -
1) Light/Shade (except Arcanist Shade) armors from legendary and below consistently only has 3 PABs (down from 4PAB)
2) Cloth/Phase armors from mag and below consistently only has 2 PABs (down from 3 PABs)
3) Didn't bother checking heavy/power yet but I assume it will be the same as cloth/phase.
4) Weapons seem to fluctuate between 2-3 PABs

Of course it is still too early to tell if they are the new max values or we just got unlucky (or trolled)

So please someone enlighten me how is this patch a buff again???

FYI, this patch wasn't supposed to be about Buffs. It was intended to nerf the "Get upgrades from market" syndrome all along. But to do that, Tenboro killed the entire market, which was not expected.

As I'm always playing a fighter with 1-handed weapon and shield on almost RPGs, because I like the style, regardless of the style is superb or not.
Fortunately 1H Power style rules amonst melee at least on HV since 0.76, so I have already played it pleasantly till now.
