For a Destruction Staff, 2 Proficiency Cloth is needed for full optimization. At least 1 Proficiency Cloth IS A MUST for smooth performance.

tbh, element/cloth stat are very easy to grind. pretty much 2-3 days of active maging with cap both prof. though, i've never used a staff with build in counter resist, so i don't know if your Elemental prof + counter resist + penetrator lv5 is enough or not. maybe it's enough for Hell/Nintendo?!
the 10% prof will always help, but i don't know. you've to see if you get a lot of 50-90% resist or not.

Nope. That'll only give you 10% extra prof. As malkatmp said, you'll see a hell lot of 50% & 75% Resist from monsters until you're using a prof staff or at least 1 prof cotton.
I recommend ~50% extra prof. With a prof staff and 2 prof cotton (All unforged), I now get ~93% extra prof (prof perk not achieved), and it's far more stable than my "destruction staff + full radiant armor" combo.
in this case, i guess for phazons and HG cloths. probably it was highly forged and either he needed them now or he wasn't sure to sell the item for a price that would have compensated their price. it really seemed a nice piece though.

Materials, obviously (IMG:[invalid] style_emoticons/default/smile.gif) It's sad, but forge items are some what harder to sell than clean ones, so they end up being salvaged like that.
