The 95% should probably enough, if you count in sharded evade/parry. But even for superiors, maxing them out would probably be quite costly.

After it started I've had delay issues on and off, mostly during the afternoon, but ever since

With 99.5% PMI you're still getting damage from magical attacks. With 99.5% evade almost nothing can hit you.

If this is caused by what I think it's caused by, it should be fixed as of five minutes ago, since the state tracker again has direct local network connectivity with the cluster.

Yep, all good now as far as I can tell, thanks. Slightly higher ping than before but that's not uncommon at this time of the day. Playing with 50ms now actually feels like 50ms again, not like having 20ms but actually playing with like 300+ as it was before.
