Well, does living location (or nationality) have anything on individual's behavior?

Him being from China could suggest non-fluency in English, hence disregarding the rules. Canberra, being in Australia, would suggest otherwise in terms of fluency.

Not saying anything about nationality or location affecting behavior. Merely that in one case, he's non-fluent and I suppose it's somewhat forgivable, but still annoying. And in the other case, he's just being a massive dick.
