There should be something, forced leveling and all.

I thought so too at first... However, the feeling that I got from observing the situation since then and before that indicated me another ingenious yet simple and quite plausible reason: The force leveling is just another way (or a 'different approach', perhaps?) for Tenb to suckered more victims into the scheme. Low quality items have a high chance of getting no PABs or 1-2 PABs nowadays, so it's a little different.

EDIT: The average boots have 2 PAB's, but all my other equips only have 2 or 3.

Half of the Items i receive have 0 PAB's. I would be lucky if u get even 1 PAB on Fine Items , I received Fine Items with 0 or 1 PAB which i sold .

So, what, it used to make it so that offhand crits guaranteed procs when in reality it shouldn't?

You're not suppose to be able to proc stun on top of existing stun (that is, perma-stun) using just normal attack. The bug allowed you to do that, that's all ... It has nothing to do with other proc type or DW in general. Your observation that you seem to proc less PA is likely due to other reason.

Beside the fixed to the aforementioned bug, I see nothing unusual to my DW after the patch.
