I'm getting 120ms on HV. My connection is okay, as I'm running H@H as well. I don't think a dedicated server will work here as e-hentai already have servers for us to adopt, plus running HV isn't as intensive as WoW or even recent FPS games.

Don't hold your breath on that one. I'm not putting any servers in the US, even if it's just for HV. And it would probably end up slower anyway, since you'd have added roundtrips to communicate with the database.
