Are you allowed to use oustide links in your sig. Not to a website or anything but a file/files you may have stored on somewhere like 4shared or media firen that isn't a gallery say song file?

As long as they are not oppressive I guess, as people are wary of redirect/url shortening sites and money producing links (such as linkbucks) are not tolerated in the Torrents, Files, and Site Links forum (and forum wide for that matter).
