Super obvious, but Alice Soft makes tons of great R-18 strategy games.

I'm playing Daibanchou right now; I'm on turn 72 and I've already sunk like 200+ hours into just this one playthrough and I'm loving it so much. I think it might be one of my favorite games ever.
Daibanchou is very hard though, so if you'd like a less punishing experience, you can try Sengoku Rance, which is much more forgiving for new players. Also one of my all-time favorite games.

A lot of their games are actually freeware, including Kichikuou Rance which is widely considered to be one of the best adult strategy games ever. So you don't even have to buy or pirate it, you can just download it for free.
