I checked EHWiki but there's no formula for the Tagging point part in the Moderation Power. It just said it is related to the past tagging accuracy.

yes, it's not written, probably intentional. But if you search on the site change log of that year which the tagging system has been changed and you'll find the answer.

every valid 1000 tags you started
every valid 10000 tags you voted
will probably grant you 1 power

The formula also requires accurate tagging, it's not just about pure volume. Not too far off what the wiki says but invalid tags thankfully carry a lot of negative weight.
