Bubblegum Crisis. By far. Thought provoking.

Dirty Pair is also amusing. And Project A-Ko.

Lots of lesser known stuff too, Dragon's Heaven is interesting.

Barefoot Gen and the 80's Ghibli stuff are also fine choices.

I have several more recommendations if this gets extended to 1990's.

Saint Seiya, the OG dragon ball, Captain Tsubasa that i can remember.
Not sure if there are others from that time that i watched, i was just too young to watch most i guess, most of my favorites are from the 90s or so.
