I can't seem to find explicit information in how tagging earns you mod power. The wiki on tagging and on mod power doesn't say how it works. So I'm looking for an explanation or maybe a page I missed on the info.

It's right there. You can get up to +10 from tagging, but you need to maintain high accuracy to get power from tagging.
