If the question is "when will real life have tech similar to that of The Matrix?" Honestly, it's likely society would crumble before that day arrives. The simulated world is set in 1999 where the real world was closer to 2999, according to Morpheus.
The biggest hurdle hands down would be human integrated processing. It's said in the film that humans are used for energy, which doesn't make sense as humans are an inefficient engine. (When you look into the raw math of input vs output.) But, in the original script it was said humans were being used for processing purposes. The reason that was changed was that at the time modern audiences didn't know what a processor was.
Using humans for processing rather than energy makes way more sense, as the human brain is still the most complex computer we know of. Integrated electronics to utilize activity in the brain already exist, they've been around for a while, but using a brain AS a computer is still something we've yet to see, mostly due to ethical reasons. It's possible there have been secret experiments trying this out, but it's yet to be seen by the public.
On the other hand, we are on the verge of quantum computing, supposedly. Big if true. The last two centuries shot humanity into a technological age never thought possible. If we stop letting huge corporations putting profits before real innovation, we could likely arrive there before the stated date in the film. but that'll require pullinng the hands of capital off the wheel steering humanity's development.
