So i always see other people putting artists works from twitter or other places on h hentai and i know that those are NSFW but im talking about the SFW ones.

and i wanted to know if i could do that so that i could see their works easier on tachiyomi

If it's not on the Forbidden Content list, in particular mainstream commercial non-H manga. There are a lot of SFW artist galleries.

or i can post masaaki yuasa works on non-h

The "not fitting the theme of the site" rule is the catch-all, but if you're not spamming it's rarely invoked.
We already have galleries like,
Sci Fi Ships and Mechs
The Notebook of Leonardo Da Vinci

and they're decently popular and haven't been expunged.
