It's not forbidden per se, just your subsequent posts don't count as valid posts. So posting the same thing twice or sniping yourself will end in the same outcome (only your first post in a multipost chain will count).

4. Do not IW the equipment. It has to be IW0. Also do not sell/salvage/MM the item before the end of the event. Or at least until I have recorded your entry.

By default it is not. As well, as mine entry afterwards. But If Spanker recorded it before Henlor's item was sold to the shop, it would validate short chain link of few entries (probably not the case).
Basically, its up to the host.
