Tenb's word about it is somewhat inconclusive, but it seem true since there already 2 confirmed pieces of these now. That's a good news. Just a heads up, the new patch changes how equipment stats are scaled according to their level.
So unless cmal fixes this, use the scaling calculator with your own discretion, since some of the stats might not be accurate.

Hmm, I was under the impression that the only stat scaling Tenboro changed was for PABs. So those might end up with slightly lower PABs than expected. "Equipment now gives larger primary stat boosts at early levels. At higher levels (250-300) it should even out and scale to roughly the same as before." I'm not sure about the other stats, but I'm positive the PABs scale differently. I.e., One of my low level phase pieces scales to 15 int and 19 wis at level 250. EDB, I'm not so sure, there are slight variations but I don't know how much to be exact. I tested this by scaling a phase piece to 250, then I went in an IW to level it up and re-scaled that same piece to 250 and the EDB given were not the same. Although the difference is not as noticeable as the PAB's.

He does say to expect rounding errors +/- .01%, which accounts for the slight discrepancy.
