If there were such a system, what I would charge would depend upon several factors:

1) What level the item is currently
2) How many levels they want it raised
3) What quality the item is
4) How many items I use

I'd probably charge 2k a level for items fairly low in level. I'd charge 15-20k a level once the item is up in the 200s.

You are much more seasoned in HV than I am. I still think certain finds are worth bringing up here. If you don't like it, then what the hell is this thread supposed to be for?

I didn't said you can't post it here. In fact, anything you bought from bazaar can be post here IMO. I just simply answer your question (What do you/I think?) in my own style.
