Based on Sayo's Chart it might gain another turn of duration @ level 50 or 134. You'll have to level it to 50 to find out.

And that chart really should be pinned somewhere or in the Wiki.

an upgrade in elemental prof over my existing Fair gossamer cap of the elementalist but a downgrade in everything else that matters... i.e. MAB, evade, resist...

While that will have a great proc, every other stat is mediocre or worse. Not really worth the trouble of leveling IMO.
