They aren't good so much that he probably just didn't have anything better. The gossamer changes haven't been live all that long after all. I found a 33 proficiency set of earth-walker gloves, so the proficiency bonuses are the same scale as everything else so far as I can tell.

Don't be so sure. Underleveled items don't always sell as you would expect in an auction. Remember cmdct's 6 base robe that I accidentally won? (IMG:[ invalid] style_emoticons/default/tongue.gif)
