Japanese only. If it's not dialogue, like English in background scenery on an otherwise Japanese work, and doesn't qualify the English tag, then it would be fine. Dialogue in English doesn't qualify, though leeway may be given if it's a jp character saying 1-2 words in English, "goodu jobbu" or whatever.
