Just turn them off and don't start them up again, they will be cleaned up automatically after a while.

yes, turn your client off and no further actions needed. Your client will be automatically purged. I recommend you to keep your cache if you still wish to run it few years later somewhere else.

You should sue your provider to remove the limits. The limit was violating contract and is illegal. You are not breaking the law.

I was limited upload speed from 100Mbps up to 3Mbps up(It was a horrible experience). Then I collected the evidence, find a template and fill it up, send to the court.
The day I send the evidence and Indictment was Sep 15th.

I received the court summon on Nov 13th, and the limit was lift next day.

You should sue the provider and get compensation, and tell them add your broadband account to whitelist.

It was a Protracted war and not worth to fight, but you should, for your own interest

after uploading exact 1 terabyte, I got speed limited again... this time 600KiB/s upload with no whitelist...
