omg, if you did this with photoshop then you probably would ask this question in a reverse way.
usually the layer at the very bottom is what we call "the background", it's included and should be locked.
DO NOT MODIFY THAT LAYER. Then you insert whatever picture you want to make the banner look like to above the background as a layer and make sure it's between the text layer and the background. Then you modify your picture layer's blender effect, in your case, overlay maybe. Other effect like
light or
dark light or
multiply might do the same thing.
Edit:If you already applied a layer blender mode to the above layer, just undo it by changing it to normal. If you want to keep your blender effect, duplicate the background layer and then manually remove the two line in the background is a doable way.
Edit 2: If you already did something to the background and you can't undo it, just copy the background layer from the original PSD file and paste to your wip, and you probably want to remove them via color deletion.(this action may create a global effect that you are not happy with.) Or just totally throw this plan to the garbage bin and start from the d of drawing.
