My Japan client have 557 static ranges and have 419 P1.
Hong Kong client have 2785 static range only have 155 P1.
HK client have more static range but much lower P1, thats why I thought 155 is low.
While the client gets a scoring bonus for having a lot of ranges (which really is a bonus for disk space + longevity), priority ranges aren't assigned as a ratio of your total number of ranges, so that by itself is normal. I can't really say for sure off-hand why the number of ranges on your clients differ that much, since they are in the same region and they seem to be having similar specs otherwise, so my guess is your HK clients were restarted either during or some time before the initial ranges were assigned, and therefore had a lower speed rating than your JP client. It looks like you restarted both of them recently, so I can't really see when they were restarted before that.
Either way, the priority ranges will get averaged out over time, and I would expect your two HK clients to get assigned more P1 ranges as they become available.
