The direction the country was heading changed in 2008. China was at a high point where people had hopes and expectations for China to become a peaceful and noble ruling economic power. The ship changed direction pretty rapidly.
The problem could be trying to apply the 80/20 principle as a mandate from heaven.
I'm sad about the [en.wikipedia.org] Baiji dolphin (from the Yangtze river). Almost certainly extinct. Last confirmed sightings were about twenty years ago.
Government action did occur, but it was far too late to have a hope of saving them.
I have some footage of a Baiji in an FLV file that I've been holding onto for at least ten years, because I'm sure it's not online anymore and I won't be able to find it again if I lose it. Even then I couldn't find the original file, just a report including some footage. Just something else I'll likely never get to see in person.

I think that the Chinese government will not deliberately guide public opinion under normal circumstances, nor will it deliberately prevent people from exploring the truth of the matter. For example, some people go abroad to find the truth through the wall. Generally, the Chinese government will not stop people from going over the Internet to find facts abroad. No, it was last seen more than 20 years ago and no one has seen it since.
