There's no reason to hold down your level in isekai. You always powerlevel there because there is a game mode that isn't tied to your level.
Even if the Persistent Tower/IW isn't too difficult, as long as it is something where monsters aren't scaled to your player level, that will be the first example of that type of mission, so it could encourage people to level up. Just as a matter of principle. In the current version of the game there isn't a strong inherent reason to increase your level (except Ponyslayer title, and proficiency to 600, but I don't think that is enough to compensate for the stronger monsters).
I think there were missions/arenas (or mechanics) of fixed monster level in the past, old versions maybe seven years ago or more, when I first started playing, but I can't remember. Does anyone else remember?
