My quality has been 7000-8000 consistently for months, and I only have 40 static ranges assigned because of it. Located in US. I have 500mbit symmetric, any idea what exactly could be tanking my quality?

I don't think your quality in this case is affecting range assignment; the US is just a very saturated region, which means you're waiting for new content to be uploaded and shared out across the H@H network for the country. There are no static ranges left to be assigned for existing content, so it can take a very long time to build up in saturated regions like the US.
