Guess I have to pirate it. Why are original ovas in 1080p now but 2040 is only in 480p? I thought there was a 720p release?
I suppose the OVAs were low res before. I think I had VHS and 480p versions.
edit: also a dumb question, dafaq is school lunch in the US? I never had lunch at school, just a sandwich and maybe a piece of fruit from home. You could buy food, but it cost money.

It's where they eat in the cafeteria.
Personally, I never ate in the cafeteria. As a little kid, everyone brown-bagged it and would trade a sandwich with someone else. Later on, my friends and I either brought our own or more commonly bought something from a concession window. There's also vending machines. In high school we often used to leave campus during lunch until they put chain link fences up to keep us in like a prison. It varies wherever you live.
Lunch ladies aren't professionals. They are essentially people who were hired to heat precooked meals, or make large quantities of extremely easy recipes. Iirc breakfast is 1.50 while lunch is ~3 dollars. It was very easy to get reduced or even free lunches, reduced would be anywhere from 30-80% off, where as free is entirely free unless you want a 2nd lunch (extremely uncommon for anyone to do) or if you want another pint of milk (50 cent cost). They are generally balanced. You will have something with protein, a fruit/vegetable, something sweet, and maybe something with carbs.
Your carrots, your peaches, your mashed potatoes and gravy, your bread, your pig heart (?), your lettuce, and your 2 slices of cheese. Entirely balanced lunch.

Also the title "Konya Wa Hurricane" sounds less like "Mr. Kitty" than "Mr. Dandy." I'd have picked something like the opening or ending of OVA #2 if I'd been picking freely. (Mad Machine or Kizudarake no Wild). Of course, this is neither of those. But it's late, I'm tired, and this is calming.
