Yeah, Beta and its variants like Betacam were amazingly popular with TV stations here, too.
I would kill for a betacam VTR and some old anime tapes.
Laserdisc wouldn't be too bad either. Similar (or marginally lower) quality. I need a player.

In what sense do you mean?
Because film is easiest upscaled via telecine (aim a camera at film as it is being projected) or by scanning and digital rescaling.
VIdeo capture followed by digital rescale is a possibility.
Telecine was how they played back movies on TV back in the day. They had to do a 3:2 pulldown for 60Hz countries, and usually just played the film about 4% fast in PAL countries to hit 25 fps (integer half of 50 hz).
In a way that's almost better, because interlaced PAL video was capable of capturing entire film frames which can be recombined to get the original sources.
