I have a BBC2 documentary on manga/anime from the mid or late 90's (I want to say 1995) that was introducing people to what it was and what to expect before showing Akira later in the evening. They have Hayao Miyazaki and Rumiko Takahashi in it (like, they landed interviews with them). They talk with a bunch of fans in the UK, show some old merch, a bunch of 'zines telling people how to find manga, talk about famous films, and a bunch of other stuff. It's actually pretty impressively comprehensive.
IIRC they also mention bubblegum crisis (in passing, and they show some BGC merch), I am sure I saw Ayeka in there somewhere, they show a bunch of miyazaki clips, A-Ko makies an appearance, and they show clips from a lot of movies/OVA's I don't recognize but would like to dig up with a reverse image search sometime.
Anyone want to see it? I'll have to upload it because it's from that private tracker I've mentioned before that specializes in old off-the-air VHS/Betamax recordings.

Hard to say for sure, because it depends partially on your taste in milkers.
And also if we mean in eroge specifically, or anime as a whole.
I am quite fond of it, but a lot of 90s eroge quality is... not great.
But the 90s are also when tiddy fanservice came into full swing. Faye Valentine's pretty nice. Sailor Moon came into existance, too.
Actually I'm pretty sure Faye Valentine means automatic win.

I forget if the black magician girl in yu-gi-oh made her first appearance in the 90s or in the 2000's, but I know yu-gi-oh started in the 90's so there's a chance I can add her to the list too.
If you like big mommy milkers, though, I'd say at least 2005-ish (I forget exactly when Queen's Blade/Bible Black were new... wasn't that mid-2000's?).
