I have a BBC2 documentary on manga/anime from the mid or late 90's (I want to say 1995) that was introducing people to what it was and what to expect before showing Akira later in the evening. They have Hayao Miyazaki and Rumiko Takahashi in it (like, they landed interviews with them). They talk with a bunch of fans in the UK, show some old merch, a bunch of 'zines telling people how to find manga, talk about famous films, and a bunch of other stuff. It's actually pretty impressively comprehensive.

IIRC they also mention bubblegum crisis (in passing, and they show some BGC merch), I am sure I saw Ayeka in there somewhere, they show a bunch of miyazaki clips, A-Ko makies an appearance, and they show clips from a lot of movies/OVA's I don't recognize but would like to dig up with a reverse image search sometime.

Anyone want to see it? I'll have to upload it because it's from that private tracker I've mentioned before that specializes in old off-the-air VHS/Betamax recordings.

Hard to say for sure, because it depends partially on your taste in milkers.
And also if we mean in eroge specifically, or anime as a whole.
I am quite fond of it, but a lot of 90s eroge quality is... not great.

But the 90s are also when tiddy fanservice came into full swing. Faye Valentine's pretty nice. Sailor Moon came into existance, too.

I forget if the black magician girl in yu-gi-oh made her first appearance in the 90s or in the 2000's, but I know yu-gi-oh started in the 90's so there's a chance I can add her to the list too.
If you like big mommy milkers, though, I'd say at least 2005-ish (I forget exactly when Queen's Blade/Bible Black were new... wasn't that mid-2000's?).

Addendum: To answer the question on "milkers" You really can't go wrong with huge fukn anime tiddies from any generation, but 90s definitely had those tightly clothed, well-rounded, gravity defying, jiggly tits that genuinely make it hard for me to love the real things.

Probably the 1990's decade. That is because "best" is a relative term based not just upon the anime and manga cultural styles at the time, but also on the illustration technology at the time. Back in the 1990's, average anime character breasts were smaller than they are now. Watched four or five episodes of Dirty Pair (the '85 TV series) today. OVA animation quality has spoiled me, but after I got past the lower TV animation budget they were lots of fun.

Also, the Russian Roulette opening is really, really great. Pretty clever visuals; nothing like the cookie cutter openings I'm used to seeing from around the 90s onwards (e.g., the second Tenchi Muyo OVA series, Japanese Pokémon opening). And an incredibly catchy hook. And the animation's in time with the music.

This might have just become my new favorite opening (when considering both the music and the animation). But I'll have to watch a few more episodes to see if I get tired of it. Right now it's electrifying, and the whole production's just gushing with style and visual flair.

I also miss hearing brass (horns, etc.) in popular music.

Also, what the fuck. More adult women?! In shonen anime?!
I really am starting to wonder when *exactly* it went wrong. I know the schoolgirl thing was already common enough (Project A-Ko parodies it), but when did women become almost exclusively schoolgirls, exactly?

I was aware of the name, and of the opening theme "being famous". Don't think I've ever actually seen/heard it though. Thank you for the suggestion.

It's a shame it looks like Toei did it. So I assume I can anticipate dogshit quality due to lost videotapes and film optical audio if I watch it. Might go for the manga, but I'll also try an episode.
