I would say "nothing," since regular legendaries and bosses drop trophies that don't care what difficulty you're playing. Something should really be done about that.

I don't think the equipment drop probability is high enough to justify spending that much time on 77 Battletoad legendaries.

So even if its an Exquisite rating, it can still have weak features attached to it?

So does Quartermaster, Luck of the Draw, or Scavanger make any difference is getting higher quality equipment? I'm only at level 120 as of this posting, and only have Superior rated equipment and can easily blow through Normal mode, Hard just takes longer, and Heroic starts making me think.

Yes.
Scavenger and Quartermaster give you more equipment drops which is more chances for better equipment.
Luck of the Draw gives a direct boost to the quality roll.

So supposing you max out on Luck of the Draw...its still only a 25% boost - that seems like hardly a boost at all (or atleast a boost worthy of all the credits it would cost.)

Or am I looking at it wrong?

Credits are not hard to get - I can sell atleast 7 hath a day and get 30k+ credits each time and tho I'm only doing HV for fun now - what's worth putting the credits toward?

Scavenger, LoD, Quartermaster, Ability boost up until around 10k credit cost, Adept Learner. all levels of Pack Rat, all levels of Refined Aura.

Equipment "quality" is not what people seem to think it is.
Equipment quality does not determine equipment stats. Equipment stats are rolled which then determine equipment quality.
