Make it possible to uncap action/sec, well, when the servers are not failing.
Make it expensive training/perk so that it won't tax servers much.
Or globally removes the cap but allocates server budget (e.g. number of turns=requests) by contribution.
I was thinking hard and long about this (3 seconds)
Instead of perma cap or some silly perk:
Everyone has (whatever number of rounds tenb feels it is fair) fast rounds per day and after this is done you have to enjoy action/sec for the rest of your play.
