They already do implicitly though their higher stats

There is a script called QuickBar2 that can do that. Tenb havent implemented a second bar for years, despite many requests, so it is unlikely he will implement one now.

regen/regen2 probably won't for reasons that can be easily figured but it doesn't make a lot of sense for heartseeker/arcane focus to be excluded from innate arcana
