Yes. It's a solution in the same vein as the original, only it just doesn't outright break a lot of things. But I'm too still sure neither will work particularly well with current game mechanics.

Like most other major changes I've seen, if something screws things up too badly for players Tenboro will tweak/fix/(remove?) it as needed.
I agree this will change how things are done, but we don't know EXACTLY how until it's implemented and we all poke at it for a few weeks.
I personally will have no opinion on the changes until I can see them in action.

IMO, the only way to make players always getting upgrade is to cap the dropped item quality to player's level. And limit the use of high quality equipment by level as well .

As in "only lvl 450+ players will find and can use Peerless drops", "only lvl 400+ will find and can use Legendaries", and so on? I'm not entirely convinced, but it's already leaps and bounds better than *freezing* good equip stats based on the first player who happens to use it.

So what gonna happen next patch? I got totally confused. Is that means we gonna go back to the dark age that all the gears have a level cap and to make things worse there is no IW to increase the cap in the future? If that is true, this game will become totally unreasonable. Finally it will be like "the more level you get the weaker you will become", on top of this, the new level system will make the new players much harder to live in this game.

An interesting option would be to have the Bound Level generated at random rather than having it bound to the player level of whoever dropped it.

Pretty steep. Considering how difficult it is to gain levels, I doubt players will out-level gear as badly and quickly as you think.

I think 10bro has already fully committed to this. I still think the easiest solution to get people to equip what they get is to have the drop rolls bias towards their current gear. I'm reading a lot of people vehemently against any equipment changes. So, this is my opinion on the general idea of changing equipment.
Do you want to continue on and try for that super rare good drop? Meanwhile using sub-par equipment and sinking all of your credits into forging or minimal upgrades.
Or, do we want to try a change which might make it actually fun and less of a chore to squeeze every stat point from gear?
Personally, I don't care if all of my current gear becomes 'useless' as long as its possible for me to start with the new system and get some great stuff.

At time like this why change anything. In the end you will just replace your weapon of slaughter for the next best weapon of slaughter. We need more gear choices. Why not allow stuff like dex builds which will come with silly high Critical hits? Have Agi builds break the maximum rounds per second limits.
We need shit like this then it makes sense to have the new system. Have some awesome drop --> you may create a new build around this.

this is absurd at so many levels. 1. If I account-lock my gear, now I can't sell it to buy new & BETTER gear that is dropping everywhere? 2. Can we have a 'refine' function in the forge? As if we have quite a lot waste gear due to the mechanism, I would suggest that we could refine equipment of same type for better states and re-level the gear to the current one. EXP: Gear A: Legendary Ethereal Axe of Slaughter(level 310) WD: 63.14 STR: 5.72DEX: 3.92AGI:1.34 Gear B: Legendary Etheral Axe of Slaughter(Lever 332) WD: 65.75STR: 3.79 DEX: 2 AGI: 3.32Player's level: 350Refine: Legendary Etheral Axe of Slaughter(Level 350 Account Bound ) WD:65.75 STR: 5.72 DEX: 3.92 AGI:3.32 If refine four element prefix gives etheral prefix would be better.
