IW varies a lot, so that's not really super helpful, but I can assure that my strategy is tested in a simulator to produce the cheapest average results.
The following are simulation results for melee weapons (or focus staffs), and then staffs:

I didn't record maximums or distributions in this version of my simulator (I did so in the past, but I wasn't confident it was comprehensive, so I rewrote it), but I can say recently I did a 5,4 on a melee weapon which took 659 total runs and 585 amnesia shards - the worst I've ever done, for any type of IW. That would have cost 18m.
The vast majority of P5S4 staffs I've ever done took between 100-200 shards, but one should always be prepared for the worst. (IMG:[
