Is it normal for a GPU on it's lowest clock and voltage settings to idle at 70C (only displaying the screensaver for about 8 hours)?

The CPU must be transferring more heat than I thought. For about a week, both cores have been running at 100% continuously (a low priority process running is taking up all the unused CPU time). Right now the CPU is at 71, GPU at 66, and hard disk at 44.
