I haven't read 'A Scanner Darkly' so I really couldn't comment on that but I'm not a huge Philip K. Dick fan. 'The Colour of Magic' is probably my least favourite Terry Pratchett book, I would suggest the later Discworld novels for the future or even 'Good Omens' which Pratchett co-wrote with Neil Gaiman. 'Make Room! Make Room!' is one of my favourite Harry Harrison books, although it is probably 15 years since I read any of his work. All in all I would suggest just dropping the other two and going straight on to 'Make Room! Make Room!'.

About Pratchett, I read most of his books, and they were very uneven.
First cycles - Strata, Johny Maxwell, Bromeliad - waste of time, unless you're a child. Strata might be read as a parody of Niven's Ringworld though.
Discworld. It starts out lousy, and gets really brilliant only with years. In order of appearance.
1-2 Colour of Magic, Light Fantastic - Rincewind books, and parodies of lots of older fantasy cycles. Light, nice.
3 Equal Rites - not too interesting, nothing memorable. Looks like Pratchett was out of ideas for some time.
4 Mort - Death book. Not too interesting.
5 Sourcery - Quite uninteresting, bordering on waste of time, unless one likes Pratchett's writing style.
6 Wyrd Sisters - Pratchett's 3 witches of Macbeth. Not bad.
7 Pyramids - Egypt parody, where everything stands still for millennia. Starts with parody of assassins guild of Fritz Leiber's Lankhmar, good read for a first chapter or two, then boring.
8 Guards! Guards! - First City Watch book about "police" force in Ankh-Morpork. Nice. Reminds me of Glen Cook's Garrett books sometimes.
9 Eric - Rincewind for children, illustarted, iirc. Nothing special.
10 Moving Pictures - movies coming to Discworld. Not too bad, but not too memorable.
11 Reaper Man - Death book. I think it wasn't too bad, but can't remember a thing about it.
12 Witches Abroad - 3 witches travelling to a faraway place to fix an old problem. Enjoyable.
13 Small Gods - great book about relligions. Makes one ask oneself a lot of good questions. I need to reread it more often.
14 Lords and Ladies - Shakespeare's cruel elves' parody. And 3 witches. Not too cruel, won't reread.
15 Men at Arms - City Watch book 2. Nice. Light. I like this cycle.
16 Soul Music - no opinions on this one, absolutely lost on me as my favourite music is silence. Death book iirc.
17 Interesting Times - a revolution in the empire full of gold. Rincewind and Cohen inside. Definitely better than first 10 or so books, but still not too memorable.
18 Maskerade - phantom of the opera in ankh-morpork with witches. Lots of small jokes, I'm sure, no lasting impact on me.
19 Feet of Clay - City Watch book. Oppressed minority of golems in Ankh-Morpork. Patrician. Entertainment, no leading motive iirc.
20 Hogfather - a book that's absolutely lost on me, waste of time. Mostly about Santa Claus, I guess. Also daughter of Death.
21 Jingo - Ankh-Morpork. Patrician. Possible war. crazy Leonardo. Machiavelli book. Politics. Nice. Good.
22 The Last Continent - Rincewind in Austraila. Eerie. Good. Also academicals.
23 Carpe Jugulum - new, reformed, productive vampires vs witches. Good one.
24 The Fifth Elephant - City Watch. Ankh-Morpork. Politics. Crime. Mystery. Good one.
25 The Truth - first newspaper in A-M. Good.
26 Thief of Time - about many places and many things. Good one.
27 Night Watch - City Watch book, but in the past. Time travel, Vimes. I didn't like it much, but I can't deny it was very well written.
28 Monstrous Regiment - another country far away. Real war from perspective of foot soldier. More serious than other books. Women are terrifying.
29 Going Postal - first post office in A-M. More entertainment in a known setting. Nice.
30 Thud! - Ankh-Morpork, City Watch and politics again. Not bad.
31 Making Money - trouble with Royal Mint in A-M. von Lipwig book 2. Haven't read it yet. Need to catch up someday.
32 Unseen Academicals - they say it's best of them all, someday I'll get to read it.
In summary, unless you like to read through the series from beginning to end, you might waste less time and possibly not lose interest in the middle by cherry-picking them. Pratchett improves with years, his first books were nothing special, only from about 17th-20th he really started to shine. But then, earlier books set much of the background and environment.
