is in addition to existing state social welfare payments and pays black women $850 per
month for two years with no strings attached as to what the money is used for.

once accepted, the target was changed from "black single mothers with children on social
welfare" to then be any black woman on social welfare. The guaranteed basic income is
also in addition to existing social welfare. Andrew Yang (former democrat presidential
candidate) originally proposed basic income as an alternative to social welfare and not
a supplement to existing social welfare.
