You are all correct.
Its due to modern neutral police reporting practices in the UK. Progressive (mostly female) politicians are outraged that they got what they asked without thinking of the implications and want the laws fixed to reflect the old norms again. Mostly male politicians are asking for debate and egalitarian law reforms.
The issues seem to be:
- Reporting of Trans men and women, and what gender they are reported under.
- Reporting of same sex couples eg lesbians. Gays have always been persecuted so that's fine?
- Reporting of domestic abuse by women has gone way up. (Alcohol abuse by women has gone through the roof). Also abuse against children by men and women is way up.
- Sexual assaults in certain areas of London are way under reported still, which was one of the goals to be addressed by the reporting changes.
