For instance, most (young) people in Vietnam don't seem to have any hatred for the US, as far as I understand it. In all honesty it might be a good thing people don't live forever so we can't keep old grudges forever (although some certainly do try to).
My old roommate (from Vietnam) was bewildered when he went to a smaller town in Indiana and talked with a Vietnam vet who was talking about all his friends who died there (basically because it came out of nowhere and it was like he was being blamed for what others did).
Funnily enough, his family's from Saigon, anyway, so they'd likely have been allied with the US regardless.

This would have happened no matter what president did it. That's why the war lasted over two decades in the first place. We could not win it.

Officially, no. But it's sort of like the taiwan deal; they're effectively in control of things but we ignore that and give lip service to the afghani government/PRC government while negotiating under the table.
The major difference being that Taiwan isn't a terrorist sect.
Every president with operations in the middle east in the last couple decades has had to do some form of communication; usually through intermediaries. In this case the intermediary is the afghani government.
