Both my county and city have this as official policy despite their claims that budgets are tight. Some of the purchased art is genuinely terrible or highly impractical as it constantly needs repair and restoration as the art was never made with durability in mind. Yet the politicians purchased these. It's unfair that politicians collect under the table blowjobs from the artists in return for buying the art. It's my taxes that pay for it. I have plenty of room under my table for an artist to fit down there. Where's my blowjob?

Its basically a slush fund, can also be corruption. Portlandia funded a base of operations for Antifa by calling it an art installation. Journalists were unable to find the compound which was set up down the road from the court house that was experiencing riots every night.
The other scam, is sketchy ownership of the art works. We have had issues here especially at the local level, where records of ownership are not clear and artwork that appreciates in value has its ownership contested. Eg Mayors claiming that the art work was theirs but there are no records...
Its also political of course, where they can put up political artwork usually leftist these days. They usually protest if someone wants a Christian art work but other faiths are fine apparently.

That is a huge component of the food inflation.
Commodities are also up due to supply chains
