Any chrome app or chrome browser plugin won't be approved since google now requires all plugins to be approved for its web store. Google will also have your browser kill any chrome plugin that gets installed without google's approval. So no website like 45office can really offer its own independent plugin although it might be able to cheat by creating RSS type services, but will users actually use that in today's smartphone age?
