In uao's case, the problem is more quantity than quality. His posts can be a little annoying content-wise sometimes, but they don't outright break rules. Ironically, there is a rule against double and triple-posting in one thread, but posting three new threads is not immediately frowned upon.
Plus, there's that whole informal pointlessness rule, but that's highly subjective, so I don't realistically expect moderators to enforce it. I just like to bitch and moan.
