Is sadpanda up? I can't access it. I tried all the IP nslookup returns and none of them work. I get "unable to connect"

Are there any plans to add small GP rewards to users seeding torrents they have not created?
It would most likely reduce the number of hit and runs and keep older galleries a bit more active.
