I have just been playing without thinking much about gear, stats, and abilities and made a DW/Light armor build and stuck with it up until now. What I am asking is simply what to think about and what gear to buy that is better than what is offered in the Equipment Shop where I have gotten all my gear thus far.

The level on the gear ranges from 149 to 177.

I can currently grind on hard difficulty on what seems to be forever with pots and up to about level 60 on nightmare. On higher difficulty things start oneshotting me.
The major issues about your current build is your low evade, low parry and using the same weapon on both slots.
The low evade comes from the high
burden caused by both weapons that aren't ethereal prefixed(have no burden nor interference) and from the normal leather armor which still has burden, opposed to shade, which is the rarer type of light armor.
The low parry comes from having no parry in your weapons at all, depending only on the bonus given by DEX.
You currently have two good options that can make your gameplay better.
As you are almost at level 200, you can get a rapier and a shield and start grinding 1H proficiency until level 200 when you get a new
supportive spell, Spirit Shield, which makes dangerous attacks at higher difficulties bearable.
After that you can change your armor to heavy, as magical attacks won't be an issue anymore, and then start looking for power armors for the additional damage bonus they give, where rapier of slaughter+ force shield+power armor of slaughter is one of the most popular builds currently due to it's tankyness and great attack power, making playing at PFUDOR something doable instead of only a faraway dream.
The other option is in case you like the light armor and
DW style.
For your weapons, you should never use two weapons that have the same
equipment procs.
In higher difficulties where monsters have more health, it's good to use a rapier for the Penetrated Armor proc to help killing them faster, so you can either use a Rapier of Slaughter on your main hand as the main damage, or a Rapier of the Nimble on your off-hand slot, as off-hand weapons get a nerf to their attack, but also get a bonus to their parry.
The other weapon is up to you, but for a start, rapier of slaughter+wakizashi of the nimble should be a good combo that offers a decent tankyness.
Getting ethereal weapons is the best choice so your evade isn't affected by your burden.
The only problem with DW is that monsters can parry your attacks, so you will probably need to go through your weapons' Item Worlds to get some Overpower
potency levels.
For light armor, you would need to start looking for shade pieces to replace for the leather ones, so your evade isn't affected by your burden.

I also cannot find where to buy gear for my level, they are all for lvl 250-450.
You get bindings and materials as gifts from your custom made monsters from the Monster Lab.
You can also buy them in the forums
WTS section, or make a WTB thread in the
WTB section.
For gear, since the implementation of levels on dropped equipment and
soulfusing, it's quite difficult for low level players to get decent upgrades, even by buying them on the forums.
You can check
FreeShop and see if you can get some upgrades from there, or just focus on leveling up until you reach the range where equipment becomes more available to you.
+EditAlso, in case you aren't using the Heartseeker spell, slot it's ability and start using it, even if you don't get a channeling proc.
It gives you +25% damage, so it's completely worth it's high mana cost.
+Edit IIYou should also consider continuing with the Adept Learner training whenever you have some extra credits.
It also seems like your spike fire shield ability doesn't have any points added to it, so look into that.
