When reading threads like this that have formulas for figuring out game mechanics, you have to really check when it was posted. If it was posted before multiple patches chances are the formulas that were used then are now useless.

Well I personally don't think anything is 100% confirmed unless it comes directly from Tenb. What I assume is Action speed's effectiveness suffers from diminishing effect as it gets closer to the Base Turn Duration. So back when it was Base Duration 300, when Action Speed was at 200, because of diminishing effect getting anything past 200 would seem ineffective. So maybe since Base Turn Duration was increased to 500, the diminishing effect for Action Speed would kick in at a higher value closer to the new Base Turn Duration. oh.. you mean, before haste? After haste that will be 333.3 *1.5 = 499.95 Seems reasonable! Ahuh.. but why there will be a 200 Action speed before HV 0.5.1? Should have be 299(after haste) or 199(before hasted, and assume 200 prof)

Do artifacts drop anywhere outside of Arenas? I've got Archaeologist at level 4, and I haven't seen a single artifact in 4 days, at least.

they can drop from anywhere. hourly battle/grindfest/itemworld/arena (haven't seen RoB drop it so can't confirm for RoB)
make sure you have a decent level of scavenger
