Hmm. I used to play like that - T3 only at beginning of round after Imperil. But it seems to me that it's faster now that I'm just applying T3 as soon as I can. Just seems from feeling - I haven't done any formal comparisons.
Does your simulation assume 4 turn or 5 turn cooldown?

But but but... there's a 4 turn cooldown, so you can't go T3, T2, T1, T3! And at your level, you should have a 5 turn cooldown.
