I think single handed katara and 2h katara should be treated as different kind of weapon . There is no way a person can handle dual 2h katara well .

You can level them up, but your main priority is to level up to lvl 200. Train Adept Learner to at least lvl 100 (or even 200 if you have the credits) and Pack Rat to lvl 7 (max it if you can).

I wouldn't advise it. There are better weapons to spend credits on. An exquisite ethereal rapier of slaughter would be clearly better for example.

so, since your PABs/stats scale with level, making you able to naturally raise the difficulty of your gameplay, we can say yes in a certain way. but making it working in synergy with trainings is more effective.
